The next phase begins to place meaning and language with the more directed movement, first from gross randomized, to finer and finer motor control, locating and directing attention to greater and greater detail, evolving and identification system of labeling objects.

This continues to evolve untill finally language with meaning begins to become functional. As communication skills develop the hearing skills begin to change into listening skills so they can also understand what is heard.
